The Governor of the Bank of Spain, Pablo Hernández de Cos, will open this Monday, October 17, the round of appearances by senior officials in Congress to explain the General State Budget (PGE) project for 2023 that has been prepared by the Government of coalition.
In his appearance, the governor must explain the vision of the institution he directs on the new accounts and the fit of the forecasts of the macroeconomic framework on which they are based, which includes an estimated growth of 2.1% for next year. Just one day after its presentation, the Bank of Spain left its forecast for GDP in 2023 at 1.4%.
That same week, the Minister of Finance and Public Function, María Jesús Montero, assured during the presentation in Congress of its Budgets that the Government had been “very prudent” when making its forecasts and, without commenting on those of the Bank of Spain, pointed to a debate between economists who pointed out that the bases used by this institution could “not be the correct ones”.
The appearance of Hernández de Cos is scheduled to start at 12:00 in the Budget Committee of the Lower House and after him will appear the Secretaries of State for Budgets and Expenditures, María José Gualda; of Public Function, Lidia Sánchez, and of Digitization and Artificial Intelligence, Carme Artigas.
The next day, Tuesday, October 18, the appearances will be opened at 8:30 a.m. by the president of the Independent Authority for Fiscal Responsibility (AIReF), Cristina Herrero, and the Secretaries of State for Social Security and Pensions, Borja Suárez, are also expected to attend. ; of Economy and Support to the Company, Gonzalo García; of Telecommunications and Digital Infrastructures, María González Veracruz; and Treasury, Jesús Gascón.
In the afternoon, starting at 4:30 p.m., the forecast is to receive the Secretary of State for Democratic Memory, Fernando Martínez; and the Secretaries General of Regional and Local Financing, of European Funds, and of the Treasury and International Financing.
On Wednesday it will be the turn of the president of the CIS, José Félix Tezanos; the president of SEPI, María Belén Gualda; the interim president of the Board of Directors of the RTVE Corporation, Elena Sánchez; the general director of the Tax Agency, Soledad Fernández; the president of the FROB, Paula Conthe; and the president of the ICO, José Carlos García de Quevedo, among others.
In addition to these appearances, the rest of senior officials from other ministerial departments will parade throughout the week in the rest of the commissions, another 17, to explain the new public accounts.
Thus, on Monday afternoon the Foreign Affairs Committee will also hold its appearances, while on Tuesday it will be the turn of the Culture and Sports committees; Science, Innovation and Universities; Vocational Education and Training; Social Rights and Comprehensive Disability Policies; and Equality.
Already on Wednesday the Health commissions will hold appearances; Justice; Industry, Commerce and Tourism; Interior, Territorial Policy; International cooperation for development; and Agriculture, Fisheries and Food.
Finally, the last day of appearances will be the turn for the Defense commissions; Transport, Mobility and Urban Agenda; and Work, Inclusion, Social Security and Migration.
At the end of the week, the opposition groups will have to decide if they defend a total amendment to try to bring down the Budgets. These amendments will be debated on October 26 and 27, at the end of which they will be put to the vote in what will be the first parliamentary examination of the project.
