The new unemployment insurance agreement came into force on the 1st of November. Over 50 years of age and the precarious lose, but not the frames.

Here are the four profound changes that will affect the daily life of job-seekers newly registered.
1. Conditions (a little) more favourable to be eligible for unemployment
Until now, in order to benefit from unemployment insurance, you had to have worked a minimum of 610 hours or 122 calendar days in on the 28 last month.
• What is changing on the 1st of November. The board has attempted, during the negotiations, to review these rules to harden. Finally, it is nothing. On the contrary, the draft agreement is more flexible for people who work few hours per week and tying contracts are very short. Now, the criterion will be 610 hours, or 88 working days “worked.”
• Who is affected? According to the estimates provided by the social partners, 34,000 people additional able to enter into the bosom of the unemployment insurance with these new rules. And 102.000 people would be compensated more quickly.

2. Decrease of the duration of insurance for seniors
today, any person over the age of 50 who registers with Pôle emploi after losing her job in the “industry seniors”. Until now, it was 36 months of compensation, provided you have enough contributions.

• What is changing on the 1st of November. seniors aged 50 to 52 years (to the end date of their contract of employment) will not be compensated for a maximum of 24 months maximum. If they wish to use their personal account of training (CPF) to form during this period and have a specific project, it will be supplemented by 500 hours.
those aged 53 to 55 years of age will be compensated for up to 30 months. Their CPF will also be increased to 500 hours. If they start a training for the duration of their compensation, the latter will be extended for an additional six months.
Finally, for more than 55 years, the compensation period is now 36 months.
• Who is affected? 37 000 job seekers aged 50 to 55 years of age will have a compensation period shorter than under the current plan.
3. The people chaining the contracts are very short, penalized
terms and conditions of membership of the scheme as well as the mode of calculation of the daily wage of reference (SJR) are modified.
• What is changing on the 1st of November. By modifying the conditions of membership of the scheme (rising to 88 days actually worked instead of 122 calendar days), some welfare recipients may be entitled to unemployment more quickly (Unédic ad 3% of new recipients). This applies particularly to people in short-term.
But the novelty wears also on the mode of calculation of allowances, which will be less favourable to the people chaining contracts within a week for only the days worked in a week are compensated; weekends and holidays are not.

The Unédic puts forward the following example: two persons who worked for 18 weeks – one with a single CSD, the other with 18 CSD 5 days (Monday to Friday). They both have received a total compensation of 6,000 euros. With the previous rules, the first was receiving a daily allowance of 31 euros, against 38,69 € for the second. With the new rules, the two will 31 euros.
• Who is affected? 810.000 people (21% of those receiving an allowance during the year) will have a lower income, allowance income and activity combined, compared to what they would have perceived with the current rules. 70 000 people are expected to know a fuck of a compensation of 10% to 30%. Unédic ensures, however, that 150 000 people will earn more.
4. Frames reimbursed more quickly
The people who are made redundant or with a rupture conventionnelle receive compensation for loss of wages. But if the employee receives compensation in excess of the legal minimum (because the convention allows it, or because it has well-negotiated), it does not touch immediately, his allowance of return to employment (ARE). This is what we call the deferred compensation. These allowances are called supra-legal, are divided by the number of days to get the delay to be compensated by the Pôle emploi. In some cases, this deferred up to 180 days, or nearly six months.

• What is changing on the 1st of November. The agreement lowers the ceiling of the deferred from 180 to 150 days. It is, therefore, a month of earned for those who may be facing this situation.
• Who is affected? According to the CFE-CGC union, which has very much pushed this measure, 46% of executives are concerned with the phenomenon of the deferred.
