Eight regulatory authorities in the French commit themselves to make the climate emergency a common priority in order to accompany the transformation of their respective areas, and to comply with the objectives of the Paris agreement signed in 2015, do they explain in a press release issued Tuesday.
the competition Authority, the Autorité des marchés financiers (AMF), the regulatory Authority for electronic communications, post and press distribution (Arcep), the regulatory Authority for transport (ART), the national Commission on informatics and liberties (Cnil), the Commission of energy regulation (CRE), the superior audiovisual Council (CSA) and the High Authority for dissemination of works and protection of rights on internet (Hadopi), which shall consult from 2017 on the cross-cutting subjects, have integrated issues related to the climate or the environment in their priorities for action and work”.
Changes in their respective sectors
The environmental emergency “is a major challenge for businesses and public authorities”, highlighted in these authorities who have listed several tools to push for change in their private sectors in the respective : “the definition of rules, incentives, recommendations or good practices ; monitoring and control, as exercised, for example, by the AMF on the information of listed companies and asset managers on climate risk management; the decisions or opinions (…) which can contribute to the fight against the global warming or the emergence of behaviours of enterprises to respond to climate challenges ; the provision of data and information on climate risk and the impacts of activities on the climate (…) to encourage companies and help decision-making.”

Among the sectors of the French economy that are particularly concerned, the energy industry or the transport sector, “at the heart of the transition climate”, but also the financial sector which should lead the investment towards a low-carbon economy”. Or digital : Arcep, which has authority over the telephone, intends to make a “barometer ” green” of digital networks.
Better information for citizens
In their profession of faith for this transition climate, regulators are alert to enterprises on the need for “greater transparency vis-à-vis public authorities, but also their customers, suppliers, investors (…) on their contribution to the fight against global warming, and on their ability to meet the challenges that are associated with them”.
The regulators commit themselves finally to a better information of the citizens so that they can act as consumers or investors with full knowledge and awareness of environmental issues. In their viewfinder, the “greenwashing” that use some companies that incorrectly report as virtuous and abused the trust of consumers.
Bruno Mayor calls for a “green stimulus”
Going in the same direction, the minister of the Economy Bruno Mayor calls for a “green stimulus” in the face of the crisis of the Covid-19, and suggests that “to accelerate the ecological transition”, by warning against the “temptation” of an abandonment of the fight against global warming. In a small book published Tuesday in the collection Leaflets to the crisis at Gallimard, he was in favour of “a fair economy and carbon-in a Europe of sovereign, asserting that the crisis “offers a unique chance to redefine our own economic model, national and european level”.
“The abandonment of policies to fight global warming will be one of the main temptations in the coming months”, considers the minister of the Economy, citing the arguments that could go in this direction-such as the fall in oil prices or the need to restart the economic machine.
