financial boost, age limit extended, right to work relaxed… Édouard Philippe unveiled on Friday the details of the reform of learning.

The government wants to strengthen the learning and make this channel more known. Since several years, the objective of 500 000 apprentices can barely be reached. There are “only” 421 700 apprentices in 2017, only 7% of young people aged 16 to 25 years compared to 15% among our european neighbours. To achieve and exceed this goal, the government intends to reform the full model that underpins the learning.

Referring regularly to a “copernican revolution”, the government has announced, Friday, 9 February, 28 the measures envisaged to review the system of training. After a consultation stormy between the employers, the unions, the regions, it is therefore time to decide.

The government has decided to devise a new framework oriented towards the needs of enterprises. “We go from the initial training to vocational training, explains the ministry of Labour. The learning will be regulated by the professional world, and more fully by the public authorities.”

By giving more power to the branches and enterprises, the government withdrew a little to the regions, even if it is defended. This choice, of course, cringe. The regions have immediately condemned a project that is not responding to “real issues” of learning, and who could create “territorial fractures”. Novelty of the reform, however: the regions are now getting “responsibility orientation”, which had national education. Support to organize the promotion of learning in the colleges.

These reforms will be contained in a bill which will be presented in mid-April in a block that will also include measures on unemployment insurance and vocational training. Review of the main points.

1. Financial boost for apprentices

All young people of 16 to 20 years of learning will earn 30 euros net per month. 18 year olds in learning will collect and 715 euros net per month.

The young people of 18 years or more will also receive assistance of € 500 to fund the licence, which according to the minister of Labour “should cover half of the budget of the permit”.

2. The age limit extended

5. The diplomas will be co-authored by the branches and the State

Even the examination regulations will be decided by the professional sectors and the State. Objective: the diplomas, they, too, correspond to the needs of the business.

6. A funding entirely revised

For the moment, the building is financed by the apprenticeship tax paid by businesses. 51% of the amount is paid back to the regions or 1.6 billion euros.

This tax will be replaced by a “contribution alternation”, the share of which shall be fixed by the social partners in the coming weeks. This contribution will fund the CFA based on the number of contracts that will be signed. Again, everything will be thought in function of the needs.

The regions will still income, but they will be less important. They will receive about € 250 million from the “contribution alternation” and 180 million euros in the TIPCE (the internal tax on the consumption of energy products).

7. More transparent information for young people

Now, each Centre of training of apprentices (CFA) will unveil its rate of insertion into the employment as well as the success rates of the degree and the rate of continuation of studies. The information on the wages of the trades referred to will also be published so that families can make the choice of orientation in all knowledge of cause.

8. Contract terms will be simplified

The duration of the apprenticeship contract signed between the company and the apprentice will be able to be modulated according to the level of qualification of the latter. Other changes: the possibility of hiring a young person at any time of the school year.
