The draft law of financing social security was announced on 30 September. Here are some of the key measures that affect you.

1. The premium Macron renewed, but…
“Reward work” : it is one of the words of order that presides over the budget by 2020. The exceptional bonus, exempt from all dues and taxes, established at the end of December 2018 in response to the crisis of the yellow vests, is therefore extended. For employees whose monthly remuneration is less than three times the minimum wage (about 3600 euro per month) and a maximum amount of 1000 euros, which she had experienced success : in 2019, 5 million employees have benefited for an average amount of 400 euros.

To facilitate this task, the government should propose agreements types of incentives. Especially, if these agreements are concluded between 1 January and 30 June 2020, their duration may be exceptionally reduced to one year minimum.
2. Overtime-exempt employee contributions
Proposed since the first of January 2019, the overtime hours exempt from social security contributions have benefited to 7.2 million employees in the private sector in the first half. The government intends to pursue in 2020.

3. Compensation of the leave of caregiver sees the light of day
8 million to 11 million people would regularly close in a situation of dependency, due to disability, age or illness. Created in 2016 for employees, in August 2019 for employees (conditions of service), leave a caregiver can be away from the company or adjust its working time in cases of particular gravity. But it is almost not used. It is logical : no remuneration is expected.

Paid by the CAF and the MSA funds, the allowance may be paid for a period of three months maximum on the whole of a career. The amount (fixed by decree) would be of a level equivalent to that of the daily allowance of parental presence (a little more than 43 euros for a couple, 52 euros for a single person). Its payment will equal pension rights, says the text. Will this be enough? “This is a good start, but three months on a professional life, this is a little” nuance Dominique Corona, assistant secretary of the trade union Unsa.
4. Pensions valued
They have been hearing a lot in the past year, when their pensions were under-indexed. By 2020, 12 million retirees collecting less than 2000 euros gross per month in total (three pensioners in four) will see their basic pension uprated by the amount of inflation. The increase will be 0.3% for the other. In full discussion on the pension reform, the measure did squeak a few teeth : “The pensions act of 21 August 2003 said that all pensions should be indexed to inflation,” recalls Dominique Corona.

5. The better for the beneficiaries of the AAH and the Aspa
The allocation disabled adult (AAH) and the minimum old-age pension (ASPA) will again be an appreciation of “exceptional”, respectively, as at 1 November 2019 and 1 January 2020. They will be worn more than 900 € for a single person.
The government is planning to replace the retirement of the AAH at the legal age, and pushing back the age at which the condition of subsidiarity of the RSA relative to the ASPA must be completed (now 65 years), the age for obtaining a pension at the full rate. Objective: to ensure that RSA beneficiaries are forced to liquidate their retirement with discount.

All other social security benefits will benefit from a revaluation of 0.3%, as of 2019, specifies the draft law, which will be presented at the council of ministers on 9 October next.
