retirees who earn less than 2000 € pension per month should see their purchasing power increase slightly. For the other, nothing changed.
Even if Emmanuel Macron has not announced itself measures in favour of pensioners that he was about to take to the outcome of the Grand debate, we now know the terms of his speech. In particular the terms that relate to the retirees modest, the spearhead of the protest of the yellow vests.
An increase of 1.1% on basic pensions in 2020…
from January 1, 2020, individuals who are receiving now a pension overall (all plans combined) of less than 2000 euros gross per month should see their pension base for the inflation-indexed.
in other words, this part of their pension would not of 0.3% (as announced by the prime minister Édouard Philippe in September 2018 and put in place the 1st of last January, while inflation rose to 1.8% in 2018), but 1.1%, inflation rate excluding tobacco expected for 2019.

Are concerned the ex-employees of the private sector, the agricultural sector, the self-employed, civil servants as well as agents not under contract in the public Service.
For other retirees, that is to say, for those who today earn a retirement pension overall superior to 2000 euros gross per month, nothing should change : the revaluation of their pension base should not cross the 0.3 %.
… And the refund of the CSG, for some
This new gesture government adds to one made last December to calm the wrath of the yellow vests : the introduction of a CGS to 6.6% for those whose pensions do not exceed the same threshold of 2000 euros.

For the record, the new rate of the CSG came to add up to three other rate as may be pre-existing : 0% (zero rate applying to pensions is very low), 3.8 percent (reduced rate for pensions of less than 1200 euros gross monthly) and 8.3% (the full rate for the pensions of more than 2000 euros gross monthly).
