Nine months after its establishment, the personal account of training is still a device unknown to many. Due to a late communication? Not only that.
Designed to help employees to become actors of their professional career, the personal Account of formation (CPF) starts hard. At the end of October, a little over 2 million employees (about 23 million potential beneficiaries) have created their account by registering on the portal www.moncompteformation.gouv.fr, is happy with the government. But only a little over 100 000 applications have been validated : it is, for two-thirds of job seekers. The employees remain in the minority.

Created in haste, the portal www.moncompteformation.gouv.fr first step to take to receive the device experienced many bugs : authentication problems despite the validation of password, server, saturated, crashes, unexplained… Daunting for new members, these bugs are being addressed. This will not prevent the rise of the CPF to be a long one : “It is based on a process of empowerment of the employees which will take years,” says Sana Ronda, chair of the training group Linguaphone.

Launched last January, the new measure was the subject of a communication campaign general public that in the month of October. This may partly explain why it is slow to find its place. Assistant to the executive director in the same company for 12 years Françoise* had never heard of the personal account of training prior to the month of July. “I’d probably better tell me,” she says, vaguely shameful. But the HRD and the union delegates also had the opportunity to present us with this new law.”
Françoise does not work yet, not in a TPE but in a company of 100 employees, a subsidiary of the group, Artemis. “I found the CPF through an advisor to the OPCA of my branch (joint Body authorized collector), who helped me to create my account and to validate my application for training.” All without a hitch : “We have found, on the list of courses eligible for the CPF to be validated by the social partners in my branch, a placement of 80 hours devoted to the use of social networks. I signed up and, luckily, the internship has indeed taken place in September.” Lack of successful candidates to mobilize their CPF, many inter-company training (that is to say, bringing together people listed individually) have indeed been cancelled.

If all the world wants to believe that the CPF will eventually find its place, it is because he has a valuable asset in relation to the individual Right to training (DIF), which it replaces: the rights to 24 hours of training** * acquired each year are attached no longer with the company, but the employee who keeps the benefit if they change employers or lose your job.

On the other hand, the projects are strictly regulated : it could not be that of training sanctioned certifying and/or in connection with the economic needs of the branch or of the territory. And it is often where the shoe pinches. “While the CPF is capped at 150 hours, my branch has retained that degree courses which require between 400 and 800 hours of training,” says Marion, a freelance journalist. “I wanted to take a training course in photojournalism : I would have been able to finance it without problem with my DIF ; however, it is not eligible for the CPF.”
His frustration is all the greater as she had to deploy treasures of patience to create his / her account. “The registration process on the site www.moncompteformation.gouv.fr is not at all suited to the atypical profiles so that it is more common to work for several employers (under possibly different branches) and in several articles (both paid and autoentrepreneur, for example).”
The artisans at the CPF are aware of it : “We’ve just completed an audit of ergonomics that should allow us to improve a few things,” explains Christian Janin, chairman of the Copanef (joint Committee on national cross-industry employment and training), which is entrusted with the monitoring of the implementation of the CPF. “By the summer of 2016, the portal should be connected to all Opca to simplify the navigation and access to lists of training”, says Christian Janin before adding : “meanwhile, the government has announced the creation of a personal Account of activity, which will bring together all the social rights of employees as of January 1, 2017. But we still have no idea of how it will interface with the CPF.” An unknown in an equation already complex…
