740 000 job-seekers benefit from the plan of priority training launched in 2016, which is expected to double by the end of the year to reach a million. But it is still too early to draw up a balance sheet of their return to employment.

Recalling that “the vocational training does not always go to those who need it most”, Myriam El Khomri said that the plan is targeted at the unemployed, low-skilled, long-term, the seniors and the young. Young people (under 26 years) and older workers (over 45 years) accounted for, respectively, 25.4% and 24.2% of the beneficiaries. As for the “long-term unemployed and/or job seekers with little or no skilled”, their share is high to 41.8%.

In 2015, 43% of the unemployed were “long-term”, according to Insee. More than half of them (56%) were non-high school graduates.
