30 000, 100 000 and now 150 000 beneficiaries. The government multiplies the last two years the training plans a “priority” to the destination of the unemployed. With what results?
It has almost become a habit. Has every great speech on employment, the government draws since 2013, a new training plan “priority”. In 2014, a plan of “100 000”, the successor to the plan of “30 000”, which was launched a year earlier. In 2015, the plan “40 000”, designed to stimulate hiring in the small business, came to complete “60 000” government aid outstanding payments on the personal accounts of the training of job seekers. Not later than the 19th of October, French president François Hollande announced at the social conference, a plan of “150 000” for 2016.
Why such a reflex? In terms of training, the unemployed are less well off than the assets. Then same as “the probability of finding a job in six months increases with the level of professional experience and the level of qualification”, according to a study by the Pôle emploi. To finance his training when one is unemployed is often a obstacle course. Complex arrangements, insufficient information, lack of funding… last year, the unemployed who were told to Express the difficulty of form.
Ensure hiring immediate
For efficiency, the latest plans a “priority” took the problem the wrong way: they start with the needs in workforce. At the scale of each region, “we put together all the local actors – businesses, missions locales, Opca, regional councils – to identify recruitment difficulties and training needs,” explains a spokesperson from the Pôle emploi. You can then create a specific training to ensure hiring immediate on these positions.” The courses are shorter and leading to a qualification, to the destination of the long-term unemployed and less qualified. Pôle emploi buys of the key modules in hand or finance the project of an unemployed person if he wants to train with another organization.

This method appears to be bearing fruit, according to a study on the effects of the plan 100 000 carried out by the Pôle emploi mid-October. 57% of the beneficiaries have found a job six months after their training, against 49.5 per cent for the unemployed trained outside of this outstanding feature. Of course, only 41.8 per cent have obtained a permanent contract or a fixed-term contract of at least six months. But then again, the balance is better than for the training usual, for which the rate of return to sustainable employment is only 37.2%.
bid actual
How is the training “priorities” do they be more effective? By focusing on the devices that record the best results in terms of returns to employment. It is the training that the Pôle emploi is called “of type prior to employment”: they accounted for 24% of the aids of “plan 100 000”, compared to 8% non-priority training. These “POE” or “AFPR”, in the jargon of the job center, have the benefit of training the unemployed to occupy positions that correspond to offers real. The rate of return to employment for beneficiaries of the training programmes “prior to employment” is 73.6%, compared with 57% in average for the others.
