The Government has approved in the Council of Ministers this Tuesday the national program to welcome in 2023 1,200 refugees from the conflicts included in the global resettlement priorities identified by UNHCR and the European Union, the same figure as a year earlier.

As reported to Europa Press by government sources, the joint proposal of the Ministers of the Interior and of Inclusion, Social Security and Migration contemplates the reception of 1,200 refugees, the same number as in 2022, when it was received in Spain by this procedure to 1,112 people.

The National Refugee Resettlement Program is carried out in compliance with the first additional provision of Law 12/2009, of October 30, regulating the right to asylum and subsidiary protection.

It is a process by which a refugee who has fled his country of origin because he is persecuted for reasons of race, religion or political opinion, and who has found temporary asylum in another country, is resettled in a third State, where You will have permanent protection, just like a refugee in the strict sense.

To this end, it establishes that the Government will prepare refugee resettlement programs and agree annually on the number of people who may be resettled in our country under said programs, at the proposal of the Ministers of the Interior and of Inclusion, Social Security and Migration.

Spain has been participating in this instrument since 2011, when the first National Resettlement Program was approved. The execution of the program, which will take place throughout the year 2023, will be carried out by the Ministries of the Interior and Inclusion, Social Security and Migrations, with the collaboration of the Ministry of Foreign Affairs in what affects the processing and issuance of visas.

The actions to be carried out include the determination of the profiles and selection criteria of the persons to be resettled, based on the priorities and protection needs identified by the UNHCR, as well as complying with the protection statute to recognize the candidates by raising the files to the Interministerial Commission for Asylum and Refuge (CIAR).

It also contemplates a cultural orientation about Spain and refugees are provided with information on the conditions of the program, performing medical examinations with the issuance of travel documentation, prior travel by their own means or with the collaboration of other organizations and the subsequent territorial distribution depending on of the criteria set by the Ministry of Inclusion.

Refugees will have the status of refugee or beneficiary of subsidiary protection, that is, they will have the right not to be returned to their country of origin, to obtain permanent residence and work authorization, and to be issued identity and identity documents. journey.
