The acting Minister for Territorial Policy and government spokesperson, Isabel Rodríguez, responded on Tuesday to the conditions imposed by Junts to support an investiture by Pedro Sánchez that in Catalonia “only the constitutional framework fits”.

In addition, he has chested the result obtained by the PSC in the general elections on Sunday by pointing out that this policy was followed by Sánchez. “According to the expression of the Catalan citizens, it seems that this has been liked in Catalonia”, he pointed out below.

Rodríguez made these statements at the press conference after the Council of Ministers that was held this Tuesday in La Moncloa, 48 hours after the general elections that have left a stage of blockade.

Neither the block of the left nor that of the right have a sufficient majority to govern, so that the key to governance remains in the hands of Junts, the party of the former Catalan president, Carles Puigdemont, who remains on the run in Belgium, claimed by the Spanish Justice.

Thus, when questioned about the conditions requested by Junts to invest Pedro Sánchez, amnesty and self-determination referendum in Catalonia, Rodríguez pointed out that if the Executive branch and Sánchez himself have demonstrated anything in these years, it is that “in Catalonia, as in Spain as a whole, only the constitutional framework fits. And according to the expression of the Catalan citizens, it seems that they have liked that in Catalonia”, she has indicated.

In this way, he valued the result obtained by the Socialists in this community, where they won 19 seats, seven more than in the previous elections, and add more deputies than all the pro-independence forces combined.

In any case, the spokeswoman has insisted that the steps and milestones set by democracy must be followed, after the vote on 23J, the completion of the external vote, the collection of credentials by the deputies in Congress and then the Constitution of the Cortes and the election of the Table on August 17. Therefore, she has asked to give time to each of these processes.

Along the same lines, he has underlined the importance of what was expressed by the Spanish at the polls. As he has indicated, President Sánchez called for the electoral advance so that citizens could clarify the course that Spain should follow in the coming years and has opted for progress and rejected “regression”.

He also hopes that the recount of the CERA vote, that of Spaniards residing abroad, will not alter the opinion that the Spaniards have “clearly” expressed at the polls and that in the event that one or two seats are moved, that scenario would not change.

On the other hand, when questioned about the calm with which the Government is taking the process for a possible investiture, in contrast to the rush that occurred after the 2019 general elections, Rodríguez has argued that on this occasion the situation is “normal” since it is a new electoral appointment after four years of “tranquility”.

On the contrary, in 2019 the context was different because it came from a government that emerged after a motion of no confidence and it was time to have one elected at the polls. In this sense, he has claimed that the Sánchez government has been able to give stability to the country in a way that had not occurred in recent years, with General State Budgets every year and general elections every four.

In this same line, from Moncloa they ask for “calm” in the process that is ahead and point out that from this moment the leading role falls on the parliamentary groups, which will face the Constitution of the Cortes on August 17 and later, still without date, the Investiture Session.

Therefore, they try to move away from the conversation about a possible pact with Junts. “We are in the logic of forming a Cortes” and then other terms will open, they point out.

Regarding the possibility that the leader of the PP, Alberto Núñez Feijóo, will present himself for the inauguration, Moncloa sources say that they do not see it as “neither good nor bad” although what is clear is “that he does not have enough votes” to be elected president, even more so after the slam of the PNV door, which declined to start talks with the ‘popular’ on this matter.

They also specify that Sánchez did not promise to speak with Feijóo after the recount of the external vote.

Finally, from Moncloa they confirm that Sánchez will not hold a press conference to balance the political course because “the balance was on Sunday”, in reference to the electoral result, as they point out. Therefore, this has been the last Council of Ministers before the summer break and two dates are being considered for the next meeting of the Executive, on August 22 or 29.

Sánchez has an act left with the Kings for the official inauguration of the Royal Collections Gallery and some more institutional act to be finalized and later he will have his schedule free until the day of the Constitution of the Cortes, so that he will foreseeably take advantage of those days to take vacations.
