Bank of Russia Governor Elvira Nabiullina is confident that the digital ruble, Russia’s central bank digital currency (CBDC), will be widely adopted by 2031. She highlighted the benefits of the digital ruble, such as free transfers for individuals and lower transaction fees for businesses, which will drive its adoption.

The digital ruble is currently in an advanced pilot phase and aims to coexist with cash and non-cash rubles, offering a new payment method without interest on balances. President Vladimir Putin signed the digital ruble bill into law last year, authorizing its implementation from August 15, 2023. The Bank of Russia will be responsible for managing the digital ruble’s infrastructure and processing transactions.

In addition to the digital ruble, Russia has made progress in integrating cryptocurrencies into its economy. The Russian State Duma recently passed a bill legalizing Bitcoin mining and allowing the use of cryptocurrencies for international trade. This move is aimed at addressing challenges faced by Russian banks due to regulatory constraints and international sanctions.

The new legislation establishes a regulatory framework for crypto mining activities, ensuring compliance with tax regulations and preventing illicit operations. It also allows the sale of mined cryptocurrencies without using Russian information infrastructure. However, the use of cryptocurrencies for domestic payments is still prohibited.

Furthermore, Russia is considering legalizing stablecoins for international transactions to simplify cross-border payments for Russian companies impacted by ongoing sanctions. The Ministry of Finance has proposed allowing traditional exchanges to handle digital asset trading for select investors, potentially creating special regulations for trading digital currencies recognized as commodities.
