The PSOE group in the autonomous courts has stressed that the report of the general account of the General Delegation of Aragon for 2021 “endorses” the management of the Government chaired by Javier Lambán and for this reason has asked the PP not to “distort” and to calm the nerves
This has been pronounced at a press conference by the deputy spokesperson for Finance of the Socialist Group in the Cortes de Aragón, Óscar Galeano, after the PP has regretted that the aforementioned report, prepared by the Chamber of Accounts, “confirms, once again , a reiterated way” of acting by the Executive, based on the “continuous irregularities in contracting” and a “total lack of transparency”, which reflects its “inability” to manage.
Galeano has considered “very worrying that the new year brings a PP thrown so into the mountains” and has opined that “that very Spanish saying is being fulfilled, of ‘I sell advice that I do not have'”, in addition to criticizing that the ‘ popular’ settle “in misrepresentation” and in the need “to use everything that is published to calm Azcón’s nerves and haste”, something that is not positive for the Aragonese as a whole, he added.
For the socialist deputy, the PP has tried to “cloud” the horizon on an audit report “which I doubt they have studied, which, among other issues, says that the Chamber of Accounts endorses and reports favorably on the global figures that make up that account ” general of the DGA of 2021.
In other words, Galeano continued, “who supports Lambán’s management in that year 2021, recognizes the effort that this government has made, from a financial point of view, with special mention to that contained debt that places Aragón below the national average, and this has to be clear”.
It has also recognized that the report shows, as usual, “matters, specific aspects, specific incidents, where there is room for improvement, and the Chamber itself recognizes Lambán’s collaborative attitude when there are previous recommendations from other accounts that have been met in this fiscal year”.
For this reason, he has said that there is a “collaborationist attitude” of the Government of Aragon with the supervisory body, “quite contrary” to that of the Government of the PP chaired by Luisa Fernanda Rudi, “which in the face of continuous warnings, even of illegality, in some inspection report, branded the Chamber of Accounts as unprofessional, not very rigorous or getting into the wrong place”.
The PSOE deputy has wondered if this model of “obstructionism” of the Rudi government would be the one that would be followed by the president of PP Aragón and candidate for the Presidency of the autonomous community in the May 2023 elections, Jorge Azcón.
He has also pointed out the “context” in which the PP has spoken, in a week in which the unemployment figures have been known, with very positive data for Aragon since “it is at the lowest level of unemployment since 2007 “, a “collective success”, just like the fact that this is the first autonomous community, according to the Independent Authority for Fiscal Responsibility (AIReF), to have recovered the level of GDP prior to the pandemic.
The Socialist deputy specified that unemployment has been reduced to 9 percent, “half of the 19 percent that, for example, Andalusia has, which is the model to follow in economic management according to Azcón.”
For Galeano, the PP “tries to obscure this positive news” and “goes to a frontist and denialist vision of reality”, such as the usefulness and effectiveness of some procedures, such as the emergency contract or the dynamic acquisition system, collected in law, has glossed.
The parliamentarian has considered that the attitude of the PP is “incoherent, irresponsible and very advantageous”. First of all, because they themselves have been using these formulas, “with more incidence, where they govern during the pandemic years, such as, for example, in autonomous communities and in the Zaragoza City Council.”
Likewise, he has described it as “irresponsible” because the PP is “aware” of the problems that are generated in areas such as health, “in moments of special tension”, where the shortage of providers or the urgent need for patient care makes necessary to resort to this contracting modality, “which is absolutely in accordance with the regulations”.
For this reason, “no obscurantism, they are all procedures of the new contract law”, which has led him to consider the PP’s “very advantageous attitude”, which asked in the Courts of Aragon “speed, agility and simplicity of procedures and now they use what the law allows to sow confusion among citizens with the sole objective of wearing down this government”.
Galeano has asked the PP spokesperson in the regional Parliament, Mar Vaquero, “what is her opinion of Azcón’s management when he leads the payment of invoices without a contract” in the City Hall of the Aragonese capital, and “doubles” it with respect to the previous government of Zaragoza in Common.
For all this, he has asked the PP to try “to calm Azcón’s nerves and haste because the pre-election and electoral period arrives”, since they are not “neither the times nor the forms that are practiced in this Parliament”.
He has concluded by demanding that the ‘popular’ and their leader assume “that the great headline of the report is that it endorses the management of Javier Lambán in a year that is not easy, that the debt is below average and will surely be reduced in the next report of 2022, and that the Aragonese have no doubt that public services grew in budget to diligently attend to the needs of citizens in the most difficult moments that society has experienced for a long time”.
