Rodríguez asks the communities to complement the young rental bonus, which the central government will increase this year

The Minister of Housing and Urban Agenda, Isabel Rodríguez, has stated that this Thursday she will distribute 430 million euros among the autonomous communities for the rehabilitation of housing and urban spaces, as well as the construction of affordable housing.

This was stated by the head of Housing upon entering the Sectoral Conference on Housing, Urban Planning and Land, in which she will meet with representatives of the different autonomous communities and Ceuta and Melilla to discuss new disbursements in housing for the different territories. .

In this way, Minister Rodríguez has indicated that, with this new disbursement, the Government will transfer around 4,000 million euros, which are part of the funds of the Recovery and Resilience Plan, since the current amount is added more than 3,500 million that have already been transferred to the autonomous communities.

“Do you know that this Government increased the general budgets of this ministry from just 400 million euros in the previous budget, the last budget of the Popular Party, to more than 3.4 billion euros in a clear bet, from a budgetary point of view and with many other tools, available to the autonomous communities,” he stressed.

Thus, the minister has reiterated the Government’s “commitment” to solving the housing problem in Spain and working with the different administrations and, especially, with the autonomous communities, which are competent in the matter.

THE PGE WILL CONTEMPLAR A MEASURE TO EXPAND THE RENTAL BONUS

During her appearance, the Minister of Housing stated that the General State Budgets (PGE) for 2024 will include an item to complement the amounts of the youth rental bonus.

“At this moment we are precisely in the preparation of the General State Budgets and it will be with this instrument with which we can complete that additional effort that the Government is going to make to provide an instrument that has been very useful,” he indicated.

At the same time, it has asked the autonomous communities to complement this aid with their regional budgets, given the high demand for this resource. “We must call on the autonomous communities to complement this instrument with their regional budgets, which have also been reinforced,” he stressed.

Furthermore, he has indicated that in the next call for the youth rental voucher they will seek to “solve” the current problems, since he has recognized that this aid “has not been executed in the same way in all communities.”

HOUSING CONTINUES WORKING ON THE INDEX FOR STRESSED AREAS

Likewise, the Minister of Housing has assured that they are “working” to achieve the objective of presenting in February the Rental Reference Price Index for the declaration of stressed areas, an index that Catalonia will be the pioneer in applying, but on the that “other communities” have shown interest, according to Rodríguez.

“The Ministry of Housing is doing it, we will present it to you shortly, it is technical data cross-checking work to provide that objective data that we committed to in the law and effectively throughout the month of February we will have that indicator ready for application throughout the territory,” he stated.

The head of Housing already announced last week that in February the Rental Reference Price Index will be published for the declaration of stressed areas, which will allow public actions to be guided in terms of housing in those territorial areas in which there is a special risk. insufficient supply of housing for the population in conditions that make it affordable for access in the market.

Likewise, in these areas with a stressed residential market, when the owner is a large holder, or in the case of homes that have not been rented as a habitual residence in the last five years when this is justified in the declaration of the area, it will not be possible to exceed the maximum price limit applicable in accordance with the reference price index system.

ASK THE CCAA TO APPLY LIMITS TO STRESSED AREAS

On the other hand, Rodríguez has warned that there are areas in which the rent is assuming “100% of the salary” of the citizens, which is why he has asked the autonomous communities to allow those stressed neighborhoods that show interest to apply. this index that is being developed.

“I believe that the autonomous communities would have to attend to the City Councils that have this problem of tense areas or tense neighborhoods and that are asking their autonomous communities to effectively apply it,” he stressed.

When asked about temporary rentals, she recalled that there is a working group that is already dealing with the issue and that the Government is working within the framework of its powers, which fall to the Ministry of Industry and Tourism and other departments, to see “what room is there for regulation?”
