Front Railroad, Acciona, Sacyr, OHLA and FCC

A consortium made up of Dragados (the construction company of ACS), Grupo San José, Tecsa and Puentes y Calzadas has obtained the best technical qualification compared to two other consortiums in the competition called by Adif to award the Atocha expansion works, valued at 514 millions of euros.

According to the minutes of the opening of offers carried out by Adif, this union of companies has been rated first in the evaluation report of criteria that cannot be evaluated by formulas, with a score of 48.83 points, far from 44, 43 and 44.14 points of the other offers presented.

In the specifications of the contract’s technical conditions it appears that the criteria evaluable through a value judgment weigh 49% in the final result, with 51% corresponding to the criteria quantifiable through formulas, that is, to the price proposed by each consortium.

In second place was the union between Sacyr Construction, Acciona Construction and OHLA; and in third position the consortium of Ferrovial Construction, FCC Construction and the Catalan construction company Comsa.

These two unions are owned equally by each of the three partners, while the other is owned 45% by Dragados, 30% by San José, 15% by Tecsa and 10% by Puentes y Calzadas.

Regarding the economic proposal, the best offer has been that of Ferrovial, FCC and Comsa, with 365.5 million euros (without VAT), 2% cheaper than that led by ACS (373.2 million). The offer from the other consortium amounts to 387 million euros.

The execution period of the works will be 83 months and 13 days (close to seven years) and a price review will take place throughout the duration of the contract.

NEW STATION

The project is intended to adapt the current high-speed Atocha station to the liberalization that has occurred in the market, making it possible to connect the train station with the two high-speed terminals in the capital, Puerta de Atocha-Almudena Grandes and Chamartín-Clara Campoamor, thus allowing high-speed trains to have stops at both stations.

This expansion, which will provide four new tracks and two platforms and will be located under the current high-speed station and Méndez Álvaro street, will allow the total connection of the northern half and the southern half of Spain’s high-speed network, as well as that the Levante trains stop in Atocha.

The infrastructure will run from north to south along Méndez Álvaro street, taking advantage of the unevenness to generate several levels in which to develop different spaces, connecting both with Puerta de Atocha in the north and with a new lobby in Méndez Álvaro at the end. south.

The northern part of Puerta de Atocha will also be remodeled, expanding and improving the spaces and integrating it with the accesses to the underground station.

The new station, framed in phase 2 of the new Atocha railway complex, will be integrated into the rest of the high-speed facilities (using the same lobbies and control filters) to achieve maximum use and avoid duplication of spaces and equipment. .

The through station will be underground, but will have a large central opening that will allow light to enter through a skylight and a large curtain wall on the Méndez Álvaro façade. In addition, it will facilitate visual communication of the underground space with the elements above.
