The phases of elaboration of the statistics will be concentrated in the General Directorate of Statistical Planning and Processes

The Council of Ministers has approved this Tuesday the new statute of the National Institute of Statistics (INE), which replaces the current one from 2001, in order to “strengthen its capacities and adapt them to new needs and work models”.

The Executive gives the ‘green light’ to this new statute just two months after it appointed the new president of the National Institute of Statistics (INE) to the hitherto director of the Institute of Statistics and Cartography (IECA) of Andalusia, Elena Manzanera, replacing by Juan Rodriguez Poo.

With the new statute, all statistical products are brought together in two general directorates: the General Directorate of Economic Statistics and the General Directorate of Population Statistics, so that methods and procedures will be harmonized in each of them, adapting them to the different requirements that the study of each area requires.

On the occasion of these changes, the Council of Ministers has also approved the appointments of those responsible who will be in charge of the new directorates general.

Heading the General Directorate of Economic Statistics will be Alfredo Cristóbal, senior state statistician since 1990. A graduate in Science (Mathematics section) from the University of Zaragoza, he has developed his career at the INE where he has held various positions of responsibility. Since 2015 he has been General Director of Statistical Products, being responsible for structural and short-term statistics of the economic sectors and population, demographic and social statistics.

Likewise, he is the representative of the INE of Spain in numerous groups and committees of the European Commission, both in the field of macroeconomic statistics, public finance statistics and business statistics.

He is a member of the Subcommittee on Statistics of the Economic and Financial Committee and of the Committee on Monetary, Financial and Balance of Payments Statistics, of which he has been elected future president for the period 2025-2026. He also represents the INE in the statistical groups and initiatives of the International Monetary Fund and the G20 group.

As General Director of Population Statistics, Antonio Jesús Argüeso, a graduate in Physical Sciences from the Complutense University of Madrid, is appointed. He joined the INE in 1995 through competitive examinations for the Higher Corps of State Statistics, where he has also developed his professional career as deputy director general of Statistical Dissemination, deputy director general of Statistics and Social Analysis, and deputy director general of Sociodemographic Statistics, a position he holds in the present.

Likewise, he has been the coordinator of the 2011 and 2021 Population and Housing Censuses in Spain, as well as the statistics on the population and living conditions prepared by the INE. Since 2009 he is a member of the group of Directors of Social Statistics at Eurostat (statistical office of the European Union), which coordinates demographic and social statistics in Europe.

For its part, the different phases of the statistical preparation process will be concentrated in the General Directorate of Statistical Planning and Processes, in order to harmonize statistical treatments and facilitate a common infrastructure that allows for a more standardized, efficient and quality development. of all statistical products and services.

This position will be held by Carlos Ballano, a graduate in Mathematical Sciences and Physical Sciences and an official of the State Statistical Graduate Corps since 1985 and of the State Superior Statistician Corps since 1988.

He has also held various positions at the National Institute of Statistics as Deputy Director since 1997, in tasks related to sample design, data collection and computing, and has been a member of the INE Board of Directors since 2009.

Lastly, in order to promote collaboration with the world of research, the Subdirectorate General for Training and Promotion of Research is created.
