New DDP report calls for “innovative international cooperation” to achieve Paris Agreement goals, ahead of COP28 start this week
PARIS, Dec. 3, 2023 /PRNewswire/ — According to a new report published by the Deep Decarbonization Pathways (DDP) Initiative, traditional approaches to international cooperation are insufficient to achieve the goals of the Climate Agreement. Paris and innovative solutions must begin to occur.
Countries in the Global South are ambitious given their capabilities, but need to accelerate their transitions to net zero while achieving development goals.
A fundamental innovation would be to place the needs of countries at the center of international cooperation processes. Country representation must be guaranteed from the beginning and in all phases of the design of cooperative solutions.
“We can only achieve the goal of the Paris Agreement if all countries do more. For countries in the Global South, adopting more ambitious climate measures while pursuing development depends on whether innovations in international cooperation make it possible to prioritize the needs of the countries,” said Henri Waisman, director of the DDP Initiative.
The report proposes concrete innovations in international cooperation in three sectors.
The steel sector can be transformed by contributing to deep global decarbonisation, supporting local employment and industrialization in developing countries and maintaining the competitiveness of current producers. This could happen with a revised approach to the current distribution of incentives, international value chains and trade in primary steel production.
Changes in national freight transport, producing goods more sustainably and closer to consumers, developing better railways and multimodal infrastructure and making rail services more competitive than road services, contribute to development and deep decarbonisation. For these changes to occur, international financing must be directed towards industries and transport infrastructure, and trade and commercial agreements must be modified.
The agriculture and land use sector must take into account objectives around mitigation, adaptation and resilience, biodiversity, food security and rural livelihoods. This holistic approach requires improving the governance of the land use system, promoting the sharing of policy and implementation lessons, and putting in place new financing mechanisms and trade agreements to encourage the restoration of degraded forests or pastures, the adoption of sustainable agriculture and more diversified land uses, such as agroforestry.
