Madrid, October 30, 2023.- The Rear Admiral and Second Commander of the Joint Cyberspace Command (MCCE), Javier Roca, has assured that “the most serious thing that can happen to Spain in terms of defense is the vulnerability of its cyberspace.” . Roca has given a conference on cyberspace in Spain at the Madrid Tech Show fair, the largest technological event in Spain, organized by CloserStill Media, and which is being held from today until tomorrow at IFEMA.
During his presentation ‘Cyberdefense in Spain. The joint cyberspace command, Roca has pointed out that “war has become more complex and increasingly depends on cyberspace.” Likewise, The Rear Admiral has wondered what a day without internet in Spain would mean, “how it would affect hospitals, companies, the stock market.”
According to Roca, “there is never peace in cyberspace, whether we know it or not,” since “before the armed conflict we are being attacked, there is an enemy,” which is why we have moved from a defense approach to a military one. In that sense, the Rear Admiral recalled that there are threats that have “greater financial resources than many countries in the world.”
From the Joint Cyberspace Command they focus on states and government agencies. “We defend ourselves against threats that try to enter our system to obtain status information,” explained Roca.
To do this, the MCCE acts in several layers of defense: the physical layer with nodes and links, the logic with data and operations systems and the third that affects cyber entities, according to Roca. “There are threats at all layers,” he added. In this regard, he recalled that since 2016 at the Warsaw Summit, cyberspace was recognized as a new field of operations.
Cyberspace to prevent wars
The Joint Command operates in networks and systems and protects weapons and industrial systems, as well as critical infrastructure, as indicated by Roca. “It has defense, intelligence and response capabilities, that is, offensive capabilities,” she noted. According to Roca, “We operate in the Deep Web and the Dark Web and we also defend consumer technology and the entire IoT part of the battlefield.”
For the Rear Admiral, the objective is to ensure freedom of action, “our weapons are the cybersecurity operational centers,” he added.
As a final reflection, the Rear Admiral and Second Commander of the Joint Cyberspace Command (MCCE) has predicted that operations in cyberspace “will be able to prevent wars and will reduce their cost. “They will help win wars”, he concluded.
