The PSOE has registered an initiative in Congress in which it proposes the integration of autonomous communities and cities into the national security system through the creation of crisis committees distributed throughout these regions to coordinate emergency situations in their territorial scope. .

This is clear from the non-legal proposal presented by the Socialists, to which Europa Press has had access, and which will be voted on Tuesday in the Mixed Commission on National Security. The proposal defends the need to have a security system that allows the authorities to make decisions “in a timely manner” as well as guarantee the availability and proper functioning of all the resources of the Public Administration.

One of the objectives of the initiative is to establish a national security system that integrates the capacities of the different State agencies, including civil society, to be able to face the different “challenges and threats” “with greater guarantees”.

“Today, we are aware that there are multiple situations that can cause crisis scenarios and that they also develop at great speed such as pandemics, cyberattacks, financial, energy and environmental crises; irregular migrations, armed conflicts or the terrorism”, justifies the PSOE in the explanatory statement.

In addition, the Socialists have assured that, after the COVID-19 pandemic or the Russian invasion of Ukraine, “all Spaniards” have been able to verify “the need” to have a national security system that allows them to make the necessary decisions to direct and coordinate the response to crisis situations, both nationally and internationally.

On the other hand, the proposal stresses the importance of the National Security Scheme having, in addition to “all the elements of the organization of the country” of the General Administration of the State and the Public Administration, those of the private sector “that be relevant.”

According to the PSOE, the system must also be able to provide indicators that help anticipate crisis situations, integrate information from multiple national and international sources, provide information on available resources and capacities, send alerts to the authorities about any fact relevant to the national security and facilitate the drafting of plans for the preparation and disposition of resources.

All of this, in turn, would require a sufficiently digitized national security system where the data is available in real time in a way that facilitates decision-making by the responsible authorities at the different levels of administration.
