The Russian State Duma, the Lower House of Parliament, has completed this Thursday the approval of a reform that eliminates the prohibition of summoning to the Armed Forces those citizens convicted of serious crimes, including terrorism or treason .

The measure, endorsed this Thursday in third reading, will also allow the mobilization of people convicted of espionage or kidnapping, although the prohibition for other crimes, such as child abuse, is maintained, according to the Interfax news agency.

Russian President Vladimir Putin ordered a partial mobilization in September by decree to strengthen the capacity of the Armed Forces in the midst of the war in Ukraine. The Government, which focused on reservists, aspired to recruit some 300,000 people.

Several Russian independent media have denounced that forced recruitment has even extended to prisons, where the Wagner Group, a network of mercenaries related to the Kremlin that also participates in the Ukrainian conflict, would also have focused.

Putin stated two weeks ago that there would be an imminent end to the mobilization, although officially this has not occurred. Yes, the quotas set in areas such as Moscow, which concluded the process ten days ago with the closure of the authorized offices, would have been reached.
