José Ramón del Prado is appointed Undersecretary of Labor and Social Economy

This Tuesday, the Government approved the appointment of Joaquín Pérez Rey as Secretary of State for Labor and Amparo Merino as the new Secretary of Social Economy, as reported in the references of the Council of Ministers.
In this legislature, the Ministry of Labor and Social Economy will have two secretaries of State, one more than the previous one. One will be Labor, which will continue to be occupied by Joaquín Pérez Rey; and another newly created Social Economy, which will be directed by Professor of Labor Law Amparo Merino.
Secretary of State for Employment and Social Economy since January 2020, Joaquín Pérez Rey has a Doctor of Law and has received an extraordinary doctorate award. He is a full professor of Labor and Social Security Law and director of the Department of Labor Law and Social Work at the University of Castilla-La Mancha. He has carried out research stays at several European universities and has participated in specialization courses and national and international conferences, especially in Latin America.
He was part of the group of experts that, at the proposal of the Ministry of Employment and Social Security, analyzed the consequences of the jurisprudence of the Court of Justice of the EU on the Spanish labor contracting system.
He has regularly collaborated with the 1º de Mayo Foundation and the Cipriano García Foundation, is a member of the European and Latin American Center for Social Dialogue and is a member of the Spanish Association of Labor Law and Social Security and the Spanish Association of Health and Social Security.
For her part, Amparo Merino is Professor of Labor and Social Security Law at the University of Castilla-La Mancha. She has a specialist degree in Trade Union Law and a degree in Occupational Risk Prevention.
For 5 years she has held the position of Dean of the Faculty of Social Sciences of Cuenca of the University of Castilla-La Mancha.
Until her appointment, she held the position of expert advisor to the Social Economic Council of Spain. She has made long-term stays at the Universities of Siena, Catania and Bologna, and has also been a visitor to other renowned foreign research centers.
Since 2010 he has been a member of the International Court of Freedom of Association of Mexico. Since 2021, she has been a member of the International Commission of the Ibero-American Network for dignity at work and in organizations.
José Ramón del Prado, who will occupy the position of Undersecretary of Labor and Social Economy, has a degree in Political Sciences and Administration from the University of Granada and a Master’s degree in State Civil Administration from the Menéndez Pelayo International University. He belongs to the Superior Body of Civil Administrators of the State.
Until his appointment, he served as director of the Cabinet of the Secretary of State for Territorial Policy. He has also been head of the Technical Cabinet of the Secretary General of Digital Health, Information and Innovation of the Ministry of Health. Previously, he held management and pre-management positions in the Undersecretariats of Health and Territorial Policy and Public Function.
