The Congressional Labor Commission will debate this Tuesday Sumar’s proposal to include workers, their representatives and union organizations in the boards of directors of companies and business groups, with the aim of promoting “more democratic functioning of companies.”
The different parliamentary groups will establish a position on this matter, which the second vice president and Minister of Labor, Yolanda Díaz, has been calling for for some time and which will be presented this Tuesday to your honorable Members in the form of a non-law proposal.
The plurinational group takes the example of the German co-determination law to justify its proposal, in addition to two European Directives on the involvement of workers in the European public limited company and in the European cooperative society, which were transposed in 2006 by means of a law. which, according to Sumar, is a “solid starting point for a more guaranteeing regulatory framework.”
The confederal group also remembers that the Constitution itself in its article 129.2 orders public powers to effectively promote the various forms of participation in the company.
For all these reasons, Yolanda Díaz’s training defends in its NLP, collected by Europa Press, reinforcing the regulatory framework in relation to the mechanisms of information, consultation and participation of workers “in the making of decisions that affect the conditions of work and employment and the organization of work in the company”.
The group also proposes the “design and implementation of the control instruments necessary to ensure that the rights of information, consultation and participation of workers in the company are effective for such purposes.”
Added to this is a proposal to “extend and improve the coverage of representation of workers in companies at the state and transnational level” and, finally, a system that allows union participation in boards of directors.
